HIGHLIGHTS OF THE  DELHI MASTER PLAN – 2021

The master plan incorporates various innovative thoughts for the development of Delhi into a world class metropolis. Development of NEW planned infrastructure is coupled with the incentivised redevelopment of the OLD structures and areas, and re-densification of the same. A lot of emphasis is laid on the development of infrastructure, and the restructuring of the city around Mass transportation.

 

The master plan envisages the vision and policy formulation for the perspective till the year 2021, with a periodic review being proposed every five years. There is better cohesion and coordination being proposed by and between the various agencies involved in the planning, and implementation of the Delhi master plan 2021.

 

Some of the salient highlights of the plan are listed below.

 

  • Facilitating public – private partnerships.
  • Incentivising re-development / modernising of the old buildings and locations
  • Re-structuring the physical infrastructure of the city through better coordination & augmentation of resources and services.  
  • Proposal for the master plan of Delhi, planned till the year 2021, to be reviewed at intervals of every 05 years, and take into account the fact changing needs, aspirations and requirements of Delhi city.
  • Participatory approach – Involving the private sector in the assembly and development of land. Public participation in policy & implementation
  • Incentivised re-development with additional FAR, wherever applicable
  • Influence zones – alongside MRTS and major transport corridors

  • Look at organized group housing opportunities. Shift from the erstwhile policy of restricting shelters to plotted development / Low rise developments only. The intent being the apt and optimal utilization of land
  • Removal of controls where not stringently required, esp. height restrictions for construction in certain areas. This would help in the better utilization of land, as well as in the creation of modern contemporary and landmark structures, in Delhi.
  • Ground coverage enhancement
  • Using the resources of the private sector for development of shelters / housing for the poor, through the rehabilitation programme.
  • Re-categorize the definition of housing types so that the EWS / Low cost housing can be more viable, to encourage the participation of all sectors.
  • RECREATIONAL AREAS & GREEN BELT – coverage to be to the extent of 15-20% of the total land use. This could motivate contemporary projects affording better amenities and ‘green cover’ to be developed.
  • Mixed Use: Further liberalizing the mixed use of land resources in select residential areas. To also achieve optimal savings on resources by integrating the living, work-place and transportation infrastructure.
  • Facility corridors: Development of community / facility centres along major transport corridors and networks.
  • Integrated Freight Complexes and wholesale Markets
  • Provisions for service and repair activities.
  • FAR / FSI enhancement

Industry:

  • Up-gradation and modernization of industries which already exist, in Delhi.
  • Recognition, and inclusion of new Industries like IT / ITES / IT related.
  • Enhancement of FAR norms.

Transportation:

 

Some of the proposals included in the draft Delhi master plan are as follows:

 

  • Greater efficiencies and benefits through a Unified Metro Transport Authority
  • Land use and transportation – Greater synergy
  • Inclusive address of the Parking problems in Delhi. Recognition of the facts of growing density of vehicle problems in Delhi. Policy to include the private sector for development of parking facilities.
  • Development of multi-level and underground parking space.  Increase in norms.
  • Integrated multimodal public transport system to facilitate reduction of private transport on the road.
  • Optimal use of existing road network and development of link road.
  • MRTS – Road and rail based
  • Restructuring of existing transportation network through expressways, elevated roads, arterial roads, distributor roads and relief roads.
  • Provision for introducing cycle tracks, pedestrian and disabled friendly features in arterial and sub-arterial roads.
